Few careers move as directly between continents as Justin Fulcher‘s has. His professional life began in Asia, building a telemedicine company from the ground up, and later carried him into rooms in Washington and abroad where defense policy and international diplomacy intersect. Along the way, his focus shifted from patient access to institutional modernization, though the underlying instinct to build systems that hold up across different regulatory environments stayed constant.
Fulcher co-founded RingMD in 2013 at age 21, a telemedicine platform designed to connect patients across Asia with physicians they could not easily reach through traditional clinics. The company expanded into multiple countries, giving Fulcher direct experience with the regulatory and infrastructure differences that come with operating across borders in a region as varied as Asia.
A New Kind of International Work
That early cross border experience resurfaced years later in a different form. After joining the U.S. Department of Defense in early 2025 as a Senior Advisor to the Secretary of Defense, Fulcher took part in high level international engagements, including accompanying senior officials to dialogues in the Indo-Pacific region, the same broad part of the world where RingMD once operated.
His government focus centered on acquisition reform and technology adoption, and he contributed to reforms that shortened software procurement timelines from years to months while helping modernize IT systems used across the department. The international dimension of that work placed his reform efforts within a larger conversation about how the United States coordinates technology and defense posture with partners overseas.
Grounded in Global Affairs
Justin Fulcher’s academic background reinforces this international focus. He completed a Master’s degree in Nonproliferation and Terrorism Studies at the Middlebury Institute of International Studies in 2023 and is currently pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies, credentials that connect directly to the cross border work that has defined much of his career.
